Under the current structure, Social Security and Medicare budgets are automatically approved and disbursed, but under Wisconsin Republican Senator Ron Johnson's plan, Congress would have the ability to review and edit the budgets for these programs each year. "If you qualify for the entitlement, you just get it no matter what the cost," Johnson said during an interview on The Regular Joe Show. "What we should be doing is we're turning everything into discretionary spending so everything is valued so we can fix problems or fix programs that are broken and going bankrupt."
