Tesla may have plans to build batteries at its upcoming Texas factory.
In documents filed with the state environmental quality commission, the company mentions a proposal for cell production.
Last month, CEO Elon Musk said Tesla had found new innovations to reduce the cost of making batteries while more efficiently integrating them into its cars.

Tesla may be planning to build battery cells alongside cybertrucks and other vehicles at its newest factory, which is slated to open in 2021.
Documents filed with the state environmental quality commission, first reported by the Austin Business Journal, cite battery cell manufacturing as one of the activities on the 2,100-acre site near Austin.
"The facility suggests operating a cell manufacturing unit to manufacture the battery packs installed in the vehicle," said one of the permit applications first discovered by Bloomberg.
In the past few months, Tesla has touted significant advances in battery technology and has shown an interest in building batteries alongside cars rather than in separate factories. The company will continue to purchase cells from its partners, including Panasonic and LG Chem.
Managing Director Elon Musk said last month that the company was "commencing production" on a pilot line in Fremont, California, America's premier auto factory. The new processes and chemistry should help reduce costs while increasing overall performance, Tesla said.
There are also likely to be cost savings if battery cells are to be more closely integrated into the vehicle architecture, rather than in a separately installed unit. Musk compared this change to an airplane's fuel tanks, which are part of the wing instead of individual units.
Some of these new methods are also being used in Germany, where Tesla is making advances in its first European car factory near Berlin.
"Berlin will use a 4680 cell with a structural battery pack and one-piece castings on the front and back. In addition, a new paint system," Musk said on Twitter.
"A lot of new technologies will emerge in Berlin, which means a significant production risk. Fremont & Shanghai will switch in about two years when new technologies have proven themselves," he continued.
Tesla did not respond to a request for comment.
